This collection of tools and resources is for providers, staff, and patients who offer or use services to address substance use, and other interested stakeholders. This collection was originally established following an environmental scan on implementing medication-assisted treatment (MAT) for opioid use disorder (OUD) in rural primary care. (See PDFs of Volume 1 (PDF - 609 KB) and Volume 2 (PDF - 1.3 MB) of that scan). Items have been continuously added to this collection since then, and the collection has expanded to cover substance use more broadly, rather than just MAT for OUD.

The Legal Landscape for Opioid Treatment Agreements

This article surveyed laws and regulations in all 50 states and the District of Columbia, as well as criminal and civil judicial decisions in which opioid treatment agreements were discussed as evidence, finding minimal evidence that they effectively reduce opioid misuse or improve patient outcomes.

The Pharmacy Access to Resources and Medication for Opioid Use Disorder (PhARM-OUD) Guideline (PDF - 606 KB)

This document seeks to help pharmacists balance the risks and benefits to themselves, their employer, and, most importantly, their patients that accompany each buprenorphine dispensing decision. The overarching recommendation of this document is that pharmacists should make a good faith effort to provide high quality care to persons with OUD by always maintaining an adequate supply of buprenorphine and filling legitimate prescriptions in a timely manner.

The Treatment Episode Data Set (TEDS) collects episode-level data on clients aged 12 and older receiving substance use treatment services from facilities that are licensed or certified by their respective single state agencies (SSAs).
